This is an incredibly exciting time to join Tower Hamlets Youth Service. A key priority within the Tower Hamlets Council Strategic Plan is to transform and improve services for young people in the borough. In addition, Tower Hamlets has been chosen as one of eight early adopters for the governments new Young Futures Hub programme.
We have a strong development opportunity for a Programme Manager to lead the new Young Futures Hub - a flagship, multi‑agency programme supporting young people aged 10–25 across wellbeing, crime prevention and skills development.
This key strategic role is a unique opportunity to help transform outcomes for young people by coordinating high‑quality early help, targeted support and community‑based interventions. You will drive strategic leadership, operational delivery and partnership coordination across multiple agencies including health, voluntary sector, employment, and community safety.
Within this role, you will also oversee a staff team that includes a Senior Youth Worker, three Youth Support Workers and an Operational Support Officer. You will provide supervision, direction and support to ensure high‑quality practice across all workstreams. You will be responsible for ensuring that the Hub remains a safe, inclusive and welcoming environment and that effective triage and pathways are in place for young people.
You will also manage the delegated programme budget, taking responsibility for financial planning and ensuring that all expenditure aligns with strategic objectives.
Safeguarding, compliance and operational integrity will form a core part of the role. You will ensure that all work meets statutory requirements and that the Hub continuously improves through strong evaluation, data-led decision making and quality assurance frameworks.
In this pivotal role the Young Futures Hub Programme manager will:
- Provide strategic leadership and day‑to‑day management of the Young Futures Hub.
- Coordinate multi-agency partners across health, education, employment, policing and the voluntary sector.
- Lead on programme planning, delivery, risk management and performance monitoring.
- Oversee reporting to senior leadership, the YFH Board and DCMS.
- Manage a team consisting of 1 Senior Youth Worker, 3 Youth Support Workers and 1 Operational Support Officer.
- Ensure the hub operates as a safe, welcoming and accessible space for young people.
- Lead engagement with internal services across Children’s Services, Community Safety, Education and Public Health.
- Manage the delegated programme budget
- Ensure safeguarding, health & safety and compliance standards are met across all activity.
- Embed continuous improvement, quality assurance and evidence‑based practice.
Role Requirements
- Significant experience managing complex, multi-agency programmes.
- A recognised qualification in project or programme management (essential).
- Strong understanding of youth services, early help, safeguarding and risk management.
- Proven experience in partnership coordination and stakeholder engagement.
- Ability to lead and motivate multidisciplinary teams.
- Strong analytical, organisational and reporting skills.
- Experience managing budgets, contracts and performance frameworks.

Additional Information
This is a full-time post until 31st March 2027. There may be potential to extend beyond this annually until March 2029.
The role will be based in Haileybury Youth Centre.
